FLOCOVOTES: Know the qualifications of poll managers

FLORENCE — Florence residents should be aware of the qualifications required for poll managers to supervise polls efficiently and with rectitude. Successful elections administrations depend on trained poll managers who operate the polls with skill and integrity at all elections. After being vetted and chosen by recruitment teams in the local voter registration county offices, a poll manager is ready to receive appropriate training provided by the staff via in person instruction using South Carolina Election Commission manuals. Occasionally, qualified trainers from SCEC will provide their services and assist the local voter registration staff. Their presence and skills are always welcomed by the voter registration recruiter/trainer. See the “Qualifications of Poll Managers” listed below as provided in the SCEC Poll Managers Handbook September 2024 Edition: Poll clerks must be registered to vote in the county where they are working or in an adjacent county (SS 7-13-72).Poll managers must be registered to vote in South Carolina. There is no requirement to be a resident of the county or an adjoining county (SS 7-13-110).Poll managers may not be a candidate or the spouse, parent, child, brother or sister of a candidate at any polling place where the candidate’s name appears on the ballot (7-13-120). No 84-124, p.279 (Oct. 25, 1984) WL 159930 After managers have completed their training, they must take the following oath as prescribed by the S.C. Constitution: “I do solemnly swear (or affirm) that I am duly qualified, according to the Constitution of this State, to exercise the duties of the office to which I have been appointed, and that I will, to the best of my ability, discharge the duties thereof, and preserve, protect and defend the Constitution of this State and of the United States. So help me God” (Article III, Section 26, S.C. Constitution).
